PERSONAL SERVICES Increase is the result of a COLA of 7% and a 3% merit increase for all eligible employees; as well as increase in pension; workers' compensation and health benefit cost. CONTRACTUAL SERVICES Increase is the result of a increased costs for grounds maintenance and to provide for an additional tree removal crew; additional funds provided for pipe repair and facility repairs based on actual expense history. SUPPLIES AND MATERIALS Additional funds are provided for bituminous concrete, traffic signs, paint, pipes, culverts and fittings based on actual expense history and every rising material costs. In addition increased costs for sand and salt required additional funds. BUSINESS AND TRAVEL Costs to maintain an aging fleet of county vehicles and equipment results in higher maintenance contract costs for Fleet Management as well as fuel costs
