This increase is the net result of the following: a 7% COLA and 3% merit increase for all general government employees to include State's Attorney's Office and Circuit Court; full funding of Sheriff's Office requested salary enhancements averaging 10% for law enforcement deputies, corrections officers and civilian employees; and record level funding for the Libraries to support their operations with an increase of 11% and fully funded the Harford Community College's request of a 10% increase . Historic-level funding for our first responders include a 8.5% increase in allocation to each Volunteer Fire Company, plus $261,000 for staffing incentives and recruitment and retention programs. An increase of $1,000,000 for the Harford County Volunteer Fire & EMS Foundation to assist pay equity with county providers. Fully funded the Board of Education's FY 23 Operating Budget request at an increase of $30,424,673 which exceeds the Maintenance of Effort level; debt service adjusted for principal and interest payments on outstanding debt; and paygo funds in support of the FY 23 Approved Capital.

The increase in the Highways Fund is the net result of: a 3% merit increase and COLA of 7% for all eligible employees; adjustments for the Fleet Management expenses; increases based on actual expenditures for tree trimming contract, salt, sand and other materials; Paygo funds to support the FY 23 Approved Highways Capital Budget; and adjustment funds for Pro Rata charges provided to the General Fund.
