This increase is the net result of the following: a phased in 3% COLA for all for all county, sheriff's office, state's attorney and judicial system employees; full funding of Sheriff's Office requested salary enhancements averaging 5% for law enforcement deputies and corrections officers employees; no change in funding for the Libraries or Harford Community College, due to prior funding they have accumulated large fund balances. Sizeable increase of more than 20% to support fire and EMS, including $8.3 million for 111new EMS positions and 17 new 911 dispatchers. Board of Education funded at $10 million over the state-required Maintenance of Effort, plus an additional $15 million for school site acquisition. Reallocation of departmental functions by Executive Order led to decreases in Administration, Community Services, Governmental and Community Relations and Economic Development and increases in County Executive's Office, Housing & Community Development and Public Works. Debt service adjusted for principal and interest payments on outstanding debt; and paygo funds in support of the FY 24 Approved Capital.

The increase in the Highways Fund is the net result of: increases for the Fleet Management expenses for diesel and gasoline; increases based on actual expenditures for tree trimming contract, pipe repairs, and street sweeping contract; Paygo funds to support the FY 24 Highways Capital Budget; and adjustment funds for Pro Rata charges provided to the General Fund.
