CHANGE EXPLANATION OF INCREASE/DECREASE - EXPENDITURES

The increase is the result of the FY 24 phased in COLA of 3% for all eligible county employees, funding of the Sheriff's Office wage enhancement of a step and COLA of 7% for law enforcement deputies and corrections officers; funding for 10 new deputy positions; the major of the increase in personal service cost is to support EMS for 111 new positions; 17 new 911 dispatcher positions; and thirteen new positions for State's Attorney's Office. In addition cost adjustments to pensions, overtime, shift differential and workers compensation were increased based on actual costs.

The increase is the net result of the contract with Baltimore County to dispose of our trash which is shipped to Baltimore County for an increase of $6.1 million; additional funds appropriated for annual cost for Retiree's Health insurance; and an increase in the medical services contract for inmates at the detention center, as well as other minor adjustments for utility costs, advertising, grounds maintenance, etc. based on expense history. General, auto and property damage cost also increase for FY24. These are offset by a decrease in the funds previously provided to the Harford County Volunteer Fire and EMS Foundation for EMS services. Increase is the net result of additional funds required for inmate meal contract as well as inmate medical supplies; other slight adjustments for weapons and ammunition for the Sheriff's Office as well as commercial printing, audio visual supplies, etc. based on actual expense history. These increases are offset by one time funds provided for ancillary costs (vehicles, weapons and ammo, uniforms, etc.) provided in FY 23 for additional law enforcement and corrections positions added during FY 23.
