PROCUREMENT
ORIGIN/PURPOSE:
Under Harford County Charter, Article IV, Section 414, the Department of Procurement shall be responsible for purchasing or contracting for supplies and contractual services including capital projects and consultant services, and performing such other duties as may be prescribed by the County Executive or legislative act of the Council. The Department of Procurement is divided into three divisions: Procurement Operations, Property Acquisition, and Fleet Management. Procurement Operations obtains goods and services for the County in a timely, effective, and efficient manner at the lowest possible price consistent with quality. Per Executive Order 23-04 the responsibility of Property Acquisition was moved from Administration the Department of Procurement. Fleet Management is charged with the management of all County vehicles, and the fleet maintenance program performed under contract by First Vehicle Services. MISSION STATEMENT: TO PROVIDE AN OPTIMUM PROCUREMENT PROCESS WITH INTEGRITY AND TRANSPARENCY BY PROMOTING BROAD COMPETITION USING COLLABORATIVE, STRATEGIC AND COST-EFFICIENT METHODS IN A TIMELY MANNER, ACHIEVING MAXIMUM VALUE OF TAX DOLLARS FOR QUALITY GOODS AND SERVICES, INCLUDING CAPITAL PROJECTS

TO HELP BUILD ECONOMIC VITALITY TO IMPROVE CONTRACT MANAGEMENT TO MAXIMIZE THE VALUE OF INVENTORY TO DOCUMENT AND TRACK FLEET COST SAVINGS ON CAPITAL PROJECTS RELATIVE TO ACQUISITION OF VEHICLES AND EQUIPMENT TO REDUCE UNDERUTILIZED VEHICLES AND EQUIPMENT
