PUBLIC WORKS - DIVISION of ENVIRONMENT & SUSTAINABILITY Solid Waste Management - Post Closure Cost Center 301251

ORIGIN & PURPOSE: The Administration and Engineering staf manages this operating budget which accounts for post closure care and monitoring costs associated with closed landflls. The accounting for these costs is required by the Governmental Accounting Standards Board Statement No. 18. The costs include groundwater monitoring, gas monitoring, operation and maintenance of groundwater treatment systems, sampling and monitoring activities, and various other costs associated with post closure activities. The Maryland Department of the Environment mandates the treatment and remediation operations for closed landflls. This function is provided under a contract with Maryland Environmental Services (MES) but accounting for these costs will be kept separate from the daily operations/costs of the Harford Waste Disposal System.
