Performance Measure 4: Miles between major mechanical failures (Fixed Route) ABOUT THIS MEASURE: This is a metric is an industry standard used to rate System Reliability.
WHAT IS BEING DONE AND WHY IT IS IMPORTANT TO TRACK:
This metric helps analyze the health of the fleet and identify trends. Trends in breakdowns can be identified and addressed as preventive instead of more costly repairs. Monitoring this information leads to better fleet management for current fleet and is invaluable for selecting new vehicles.

FACTORS CONTRIBUTING TO CURRENT PERFORMANCE:
Harford Transit LINK is operating a significant portion of the fleet that has exceeded useful life (vehicle years and miles). The delays in replacing buses has increased the frequency and severity of the breakdowns contributing to this metric. New rear engine buses have been ordered and are expected to improve this area.

FACTORS CONTRIBUTING TO CURRENT PERFORMANCE:
Harford Transit LINK is operating a significant portion of the fleet that has exceeded useful life (vehicle years and miles). The delays in replacing buses has increased the frequency and severity of the breakdowns contributing to this metric. We anticipate improvements in FY26 with the 11 new small cutaway buses received in June of 2025.
Performance Measure 6: Number of Preventable Safety Events (Fixed Route) ABOUT THIS MEASURE:
This measures the safety of the system and fixed route operations. This is also a contributing factor to system reliability and route delays as well as a riders impression of the service provided.
WHAT IS BEING DONE AND WHY IT IS IMPORTANT TO TRACK:
Transit maintains logs for accidents, incidents and other non-specific activities on the routes. This information is then shared in quarterly meetings with all associates during All Staff meetings to modify trends and address focus areas. Leadership conducts ride-a-longs with drivers in service to monitor and hold associates accountable. Post-accident training is conducted and documented with additional monitoring to ensure improvement.
FACTORS CONTRIBUTING TO CURRENT PERFORMANCE:
During FY25 this matrix measure is lower than the previous fiscal year, changes in the operator training, post-accident training, and safety emphasis is attributed to the improved outcome. The accidents which occured had minimal operational impact due to being, backing accidents, mirror-to-mirror strikes, and low-speed collisions.
