HUMAN RESOURCES
ORIGIN & PURPOSE : The Department of Human Resources was originally formed under Harford County Charter , Article IV , Section 402 ( amended by Bill No . 88 - 35 ) and Sections 601 - 607 as the O ffi ce of Personnel . Bill No . 91 - 37 changed the name to more accurately re fl ect the duties and responsibilities of the department . The department is divided into four vital areas of responsibility : Recruitment and Selection ; Employee Bene fi ts ; Wellness and Training ; Classi fi cation , Compensation and Labor Relations . Administration of the Personnel Code , formulation and administration of employment related policies and procedures , and general employee relations are also responsibilities of the department . MISSION STATEMENT : To work under the core principle that HR C . A . R . E . S . ( Communication , Advancement , Respect , Equality & Service ), the department will strive to demonstrate exceptional customer service , responsiveness , attitude and professionalism to both internal and external stakeholders .
GOALS : Communication - provide on - going informational exchange Advancement - attract and retain a talented and dedicated workforce Respect - build employee morale Equality - concentrate speci fi c training and monitoring of issues in the workplace Service - e ffi cient , timely and transparent information
