The Division of Housing accepts and administers Federal , State and Local housing funding , addresses the housing needs of residents , and assists with housing issues .

GOALS : To expand homeownership opportunities for Harford County citizens through administration of down payment and assistance programs and homeowner and rental assistance counseling To promote a ff ordable housing opportunities for low - moderate income households , the elderly , and disabled and to create viable communities by creating partnership programs that improve the quality of life for our citizens
