Solid Waste Management

ORIGIN & PURPOSE : The Solid Waste Management group implements the County ' s government , solid waste management and recycling programs . Responsibilities include administration and technical support for solid waste management , environmental investigation , and remediation of County land fi ll operations , and support of environmental programs with other County agencies , such as site assessment and land development plan review . Administer the County ' s environmental , solid waste management , and recycling programs ; including management and oversight of the County ' s contract with Maryland Environmental Services ( MES ) Administer and support the Municipal Solid Waste Disposal Agreement between Harford County Government and Baltimore County Government for trash disposal and recycling Maintain and operate a sanitary land fi ll and homeowner drop - o ff center , process and dispose of residential refuse , recyclables , yard waste and miscellaneous debris ; and oversee the Harford Waste Disposal Center , the mulch and compost operation , the recycling transfer station , the roadside litter control program , and the used oil and anti - freeze program . Educate and motivate the public to ensure that Harford County continues to reduce its waste stream through recycling e ff orts , as well as the procurement and contract management of recycling disposal contracts . Manage post closure care and monitoring associate with closed land fi lls .
