PUBLIC WORKS - DIVISION of HIGHWAYS

ORIGIN & PURPOSE : The Highways Division of the Department of Public Works has overall responsibility for the County ' s roadway network and stream quality . This charge is divided between two distinct functional areas : BUREAU OF ENGINEERING : Responsibilities include engineering , design , and technical support of capital projects , development review , and drafting for highway related projects and other County agencies . In addition , this section performs tra ffi c analysis for intersection improvements , future roads , speed studies , etc . BUREAU OF HIGHWAYS MAINTENANCE : Responsible for maintenance and cleaning of roads , alleys , bridges , viaducts and underpasses , drains and culverts . This area is also responsible for the maintenance of approximately 1 , 064 miles of County roadways ; 223 County bridges , which includes ten bridges shared with Baltimore County ; over 25 , 000 signs ; and over 5 , 450 street lights . Overtime cost , materials , meals , and other related expenses incurred for snow removal operations are also budgeted in the account under the purview of the Bureau of Highways Maintenance .
