ORIGIN & PURPOSE : Governed by Code of Harford County , Chapter 16 , Article IV , Section 25 , the Bureau of Highways Maintenance is responsible for the maintenance and cleaning of roads , alleys , bridges , viaducts and underpasses , drains , and culverts . Inherent in this mission are the repair , maintenance , snow removal , and tra ffi c control of approximately 1 , 064 miles of County roadways ; 223 County bridges , which includes ten bridges shared with Baltimore County ; over 25 , 000 signs ; and 5 , 450 street lights .
