ORIGIN & PURPOSE : The Jury Commissioner is responsible for developing and maintaining procedures for random selection of Grand and Petit Jurors in accordance with applicable statutes and local jury selection plans and regulations . Additionally , the Jury Commissioner is charged with e ffi cient and e ff ective management of the jury selection process and oversight and control of general o ffi ce administration to ensure proper selection and usage of jurors . AGENCY GOALS : To continue to review the jury selection process in order to bring it in conformance with state law regarding the selection of jurors ; To continue to use all reasonable measures to ensure that jurors are not brought in unless their presence will be necessary to resolve a case , to minimize the inconvenience of serving on jury duty to the citizens of Harford County and to reduce jury expenditures .
