ORIGIN & PURPOSE : The Election Expense index re fl ects those fl uctuating expenditures associated with election cycles . Direct election expenses are budgeted within this index . These expenses include : ballots and voter authority cards , absentee postage , funds for poll workers and precinct costs , and fees for mandatory State - sponsored meetings . Based on the type and number of elections in any given year , funds are made available by the County government to ensure successful results . In addition , expenses include storage , maintenance and preparation of the current voting equipment and personnel to support these e ff orts .
