ORIGIN & PURPOSE : The Harford Soil Conservation District was organized on September 6 , 1944 as one of several local government subdivisions established in 1937 under the Agriculture Article Title 8 , Soil Conservation , SS8 - 101 through 8 - 705 of the Annotated Code of Maryland as amended . The district ' s purpose is to carry out a soil , water and related resources conservation program . MISSION STATEMENT : To provide all sectors of Harford County with technical , planning and design assistance for land management decisions ; to promore an array of best management practices to protect and conserve the natural resources within the Chesapeake Bay watershed ; and to educate students , farmers , developers and landowners on soil erosion and water quality improvement e ff orts . GOALS : To reduce the nutrients entering waters by ensuring the complete implementation of agricultural best management practices ( BMPs ) To coordinate the erosion and sediment control plan program in conjunction with the stormwater management regulations for all urban development sites in Harford County To provide educational outreach to citizens and students in Harford County on conservation e ff orts to reduce sediment and nutrients to the tributaries of the Chesapeake Bay
