DEPARTMENT OF EMERGENCY SERVICES Special Operations Cost Center 225000
ORIGIN & PURPOSE: Funding for HAZMAT and for Rescue Support operations were consolidated under this account for FY 2022. HAZMAT Operations was created to respond to certain hazardous materials incidents to assist the Volunteer Fire Companies of Harford County in controlling spills, leaks and releases of toxic, flammable, or environmentally threatening chemicals. All members of the team must be certified HAZMAT technicians as required by The Occupational Safety and Health Administration (OSHA). The team investigates, in cooperation with local enforcement agencies and the Maryland Department of the Environment, alleged environmental crime. The Department of Emergency Services will support and provide coordination and services for the Harford County Volunteer Fire and EMS Association Tactical Response Team (TRT). The Team responds to certain technical rescue situations including high angle rescue, dive team/swift water rescue, trench rescue and any technical type of rescue which requires training in specialized equipment necessary to handle the situation. All members of the team must be certified as required by OSHA. GOALS: To provide effective and efficient HAZMAT response; To assure prevention of HAZMAT incidents through inspection and public education programs; To provide coordinated and specialized high risk rescues in support of the local volunteer and EMS services.
