DEPARTMENT OF PUBLIC WORKS
ORIGIN & PURPOSE: The largest department within Harford County Government, Public Works, instituted by the County Charter, Article LV, Section 402 (amended by Bill No. 88-35), and Section 407 is charged with the design, management and construction of capital projects; construction, maintenance, and acceptance of County roads, bridges, and associated structures; operation and maintenance of sewage collection disposal and treatment facilities; regulation, operation, maintenance and control of water supply, management of solid waste; and production and maintenance of related documents. The Department of Public Works, under the management of its Director's Office, is divided into four major divisions: Water & Sewer, Highways, Program Management and Environmental Services. MISSION STATEMENT: Harford County Department of Public Works, guided by common sense, accountability, and compassion, strives to plan, construct, and maintain the infrastructure to deliver a transportation network, water, wastewater, solid waste management services and public facilities to enhance the quality of life for all. To manage project construction and inspections To coordinate all activities of the project team
To manage and coordinate MSW activities To manage the permit and review process To enforce grading and SWM permit requirements To direct and manage project design To meet functional needs of customer agencies To maintain and monitor County landfills To provide a cost-effective recycling program To provide adequate solid waste disposal capacity To manage and oversee MES contract To maintain efficiency and safety of County roadways To provide safe and well-maintained bridges To provide responsive and economical service to customers
