Harford County's History of Land Preservation

In 1967, Harford County’s state senator William S. James helped create Maryland Environmental Trust, the Nation’s first statewide land preservation program. The program conserves land through donated easements. In 1977, the Maryland Agricultural Land Preservation Foundation (MALPF) became one of the Nation’s first programs to buy preservation easements to compensate owners for their development rights. The MALPF program continues to this day. As development threatened to change their beloved landscape forever, Harford County farmers and citizens sought more tools to protect the land from development. Voters in 1991 passed a referendum creating the Harford County Land Preservation Program, which has become a national model and now ranks 2nd in the nation for acres preserved by a local program.
